State law requires that all water service connections be metered by January 2017. To meet that requirement, the City must install meters and convert billing for 15,000 single-family residential water customers beginning June 1, 2012 and working into 2017.
Anticipated Meter Installation Timeline
Meters will be installed according to the schedule below developed by staff and approved by City Council. Staff analyzed meter reading routes, billing cycles, and installation processes to develop a cost-effective and efficient schedule for both the water utility and customers.
2012-2013: Silver Beach, Barkley, Alabama Hill, Roosevelt, Irongate, King Mountain
2013-2014: Edgemoor, South, Samish, Puget, Whatcom Falls
2014-2015: Sunnyland, Lettered Streets, Columbia
2015-2016: Cornwall, Birchwood, Meridian, Cordata, Fairhaven, South Hill
2016-2017: Happy Valley, WWU, Sehome, York
Water rates are currently set through 2020.
Water, sewer and stormwater rate studies were completed in 2012 to inform the City Council's decision on the rate structure for all water customers.
Under the current rate structure, single-family residential sewer rates are flat rate and not based on metered water usage. Non-single Family rates are calculated on a base rate of up to 16 CCF water consumption with an additional volume rate for additional water consumption.
Utility billing includes water, sewer, stormwater, and the Lake Whatcom surcharge.
