On October 11, 2010 Bellingham City Council approved the Fountain District Urban Village Subarea
Plan and related development regulations. Together, these planning tools will guide private development and public improvements, and help prioritize city investment in the area.
2019 Development Regulation UPDATE
In 2018, the City evaluated the growth and current status of implementation of each adopted urban village plan. The resulting urban village status report included a recommendation to remove or raise the Floor Area Ratio (FAR) requirement in the commercial areas of the Fountain District. It was found that FAR is limiting the size of new buildings beyond the restrictions already established by height limits, setbacks from residential properties, and onsite parking requirements. The City hosted a neighborhood meeting on August 19th to discuss the following changes to the development regulations, which are proposed for consideration by the City Council:
- Increase the 1.5 Floor Area Ratio (FAR) limit in the Commercial Core (CC) to 2.5 FAR.
- Increase the 0.6 FAR limit for some properties within the Commercial Transition (CT) zone to 1.5 FAR.
- Add bicycle parking requirements consistent with the city's other urban villages.

Planning Commission Public Hearing
A public hearing of the Planning Commission on this item is scheduled for September 19, 2019 at 7:00 PM in the City Council Chambers. Meeting materials will be available approximately two (2) weeks in advance of the hearing.
Fountain Plaza serves as a gateway to the urban village. The City is currently in the process of redesigning a signature fountain and improvements to the plaza to create a more attractive and inviting space. More information is available here.
