In 1980, the Bellingham Plan was adopted and included individual plans for each neighborhood. These plans were written in an effort to help guide future development in that specific area of the community. When the Bellingham Comprehensive Plan was adopted in 1995, it continued to include the neighborhood plans; however, the zoning tables and maps for each neighborhood can be found in Title 20 of the Bellingham Municipal Code (BMC).
