According to the Growth Management Act, cities are only allowed to amend their comprehensive plan or neighborhood plans, once a year. The City of Bellingham requires that all amendment and rezone request proposals be submitted to the Planning Department by
April 1st of each year so that it can be considered for inclusion on the annual docket.
