Artistic Fence

The City of Bellingham invited creative individuals to participate in a request for qualifications related to the design, fabrication and installation of an artistic fence, and possibly a new gate, as part of an expansion to the water treatment plant located at 1720 Silver Beach Road in Bellingham, WA. The submittal deadline was August 12, 2016 and over 30 applications were received.  

Since the City's One Percent for Arts program dedicates one percent of large capital project budgets for the incorporation of artwork, there will be $170,000.00 available for this project.  The site is set in a wooded area with nearby waterfalls and trails, and is adjacent to one of the most beautiful parks in Bellingham (click on picture to enlarge). The existing water treatment plant facility was built in 1968, and the proposed pretreatment facility will add a second building.  The primary goal of this project is to create an area of interest between the water treatment plant and the adjacent public trail by enhancing the aesthetics of the fence and possibly the gate.

Semi-Finalists

The four semi-finalists met the following required criteria:

  • Experience in design and installation of artwork in the public realm, preferably having worked on larger capital projects for government agency(s);
  • The ability to furnish all supplies, materials and equipment necessary for the design, execution, fabrication, transportation and installation of the fence and gate at the site.
  • The willingness to provide professional documentation photos at conclusion of the project.
  • The ability to provide proof of required insurance and an endorsement listing the City as additional insured during the duration of the project. (see RFQ for specific amounts required)
