Property owners who construct public improvements may be partially reimbursed by benefiting owners if a latecomers contract, facilitated by the City of Bellingham, with other property owners is implemented. Public improvements include streets, water mains, sanitary sewer mains, and storm water facilities. The City of Bellingham may also implement latecomers agreements.
