COMMITTEE OF THE WHOLE

1. APPROVAL OF CITY COUNCIL COMMITTEE AND/OR SPECIAL MEETING MINUTES

Council Special Meeting minutes for the July 14, 2009 Post Point Wastewater Treatment Plant Facilities Plan Worksession were submitted for Council approval.

GK/JW MOVED TO APPROVE THE JULY 14 MINUTES AS SUBMITTED. The motion carried 6-0. TB excused.

2. OLD/NEW BUSINESS

Waterfront Transportation Study

Jack Weiss inquired about the status of the six-week update from the Mayor regarding the Waterfront transportation study, which was scheduled for August 10. Mayor Dan Pike responded that there will be an update during the Regular Meeting as a part of the Mayor's Report Agenda.

Economic Development Element of the Comprehensive Plan

Barry Buchanan suggested that Council consider directing staff to develop an Economic Development Element of the Comprehensive Plan during the 2011 Comprehensive Plan Update. Buchanan said it was important to begin to have a strategic look as a City at the issue of economic development.

Barbara Ryan said that research regarding the element would take considerable time. Ryan asked about the amount of time available to the Legislative Policy Analyst to begin this research. Legislative Policy Analyst Mark Gardner reported that initial research of practices in other cities would be feasible.

BAR/GK MOVED TO DIRECT LEGISLATIVE POLICY ANALYST MARK GARDNER TO RESEARCH ECONOMIC DEVELOPMENT CHAPTERS TO COMPREHENSIVE PLANS. The motion carried 6-0-1. TB excused.

Resolution Regarding Coordination and Timing of Growth in Bellingham

Jack Weiss submitted a draft resolution regarding growth management issues for Council consideration. Weiss expressed concern about growth management relating to annexations and suggested that Council should direct staff to develop strategies to promote development in core areas and discourage “Greenfield” development.

The meeting was adjourned to Executive Session at 2:44 PM to hear the following items:
