15 - MINUTE PUBLIC COMMENT PERIOD

Sharon Robinson, Terry Brown and Dave Christensen, Bellingham Architects offered to form a volunteer group from the architectural community to help bridge the differences between the Port of Bellingham and the City with regard to Waterfront Development. The volunteer group would study differences, provide design principles and design experience. They plan to have a narrative document at the end of January.

Ian Davidson, 1105 Clearbrook Drive is an advocate and volunteer for recycling and e-waste. and encouraged electronic recycling.

Council Member Bornemann reported on the committee report from Linda Stewart, Neighborhood Services Coordinator. The program revision has been completed. He highlighted the project timelines and said there had been a neighborhood skill building workshop on how to complete and submit applications. Funding announcements will be made January 5, 2009 and there will be a program evaluation in December 2009. Information only.

BORNEMANN / BUCHANAN moved to add an item to the Legislative Agenda: to work with state legislators to change the ruling that disallows cities from banning guns from city parks. MOTION CARRIED 6-0

4. OLD/NEW BUSINESS

Council President Barbara Ryan noted guidelines in the council's reduced travel budget where each council person will determine the best training opportunities to best serve his/her own needs.

Council President Barbara Ryan noted that there will be a review of appointments for boards and commissions and why some require council approval and some are for information only.


EXECUTIVE SESSION – Report only

1. POTENTIAL LITIGATION: Staff provided an update on the status of a pending claim for damages. No action was taken.

2. POTENTIAL PROPERTY ACQUISITION: Stricken from agenda.

3. LITIGATION: Port of Bellingham v. City of Bellingham: Staff provided an update on pending litigation.

SNAPP / BUCHANAN moved to authorize the Mayor to execute a standstill agreement with the Port of Bellingham. MOTION CARRIED 6-0.

AB18256 1. MAYOR'S REAPPOINTMENTS OF CURT CARPENTER, CHRISTOPHER MORRISON, DENISE SNYDER AND PEARL YEWELL TO THE BELLINGHAM ARTS COMMISSION

BJORNSON / KNUTSON moved to authorize the Mayor to reappoint Curt Carpenter, Christopher Morrison, Denise Snyder and Pearl Yewell, terms ending January 1, 2012, to the Bellingham Arts Commission. MOTION CARRIED 6-0.
