2. APPROVAL OF CITY COUNCIL COMMITTEE AND/OR SPECIAL MEETING MINUTES

COUNCIL COMMITTEE MEETING MINUTES FROM APRIL 27 AND MAY 4, 2009 WERE SUBMITTED FOR COUNCIL APPROVAL. GK/SS MOVED APPROVAL. JACK WEISS REQUESTED A CHANGE TO CORRECT THE MOTION MADE TO SET THE PUBLIC HEARING FOR THE DRAFT 2010 – 2015 TIP. The motion carried 7-0 and the minutes were approved with the change.

3. OLD/NEW BUSINESS

Request for Public Meeting regarding GI Sanctuary City issues

Terry Bornemann reported that he met with members of the GI Sanctuary City Movement and asked the Council how they felt about sponsoring a public meeting to discuss the issues. Barbara Ryan agreed with the idea of holding a public meeting but did felt that Council members should not lead the meeting or consider passing an ordinance at this meeting. She also stressed that the meeting would need to be open to all perspectives. Gene Knutson mentioned that they held a public meeting with the Troops Home resolution and suggested it could be done in the same format. Jack Weiss supported the exchange of ideas taking place in the form of a public meeting.

TB/JW MOVED TO SPONSOR A PUBLIC MEETING TO DISCUSS AND DEBATE THE GI SANCTUARY CITY MOVEMENT.

Bloedel Donovan Park Maintenance

Jack Weiss called on Parks Director, Paul Leuthold, to ask about any plan to renovate Bloedel Donovan physically to demonstrate preferred Lake Whatcom Watershed land use practices. Mr. Leuthold stated that the Parks Department is currently using Best Management Practices (BMP) in maintenance of the park including no Phosphorus fertilizers, etc. Land use patterns will be changed and he cautioned Council that what they were suggesting would mean the removal of amenities that are popular there like the volley ball courts. He further explained that the Parks department is already looking at long term maintenance issues such as a failure of the concrete wall, which will be expensive to replace. Stan Snapp said that he feels the Parks Department should demonstrate lawn removal compliance for the surrounding neighborhood. If the neighborhood has to give up its lawn, why would the City not have to? Terry Bornemann suggested that the size of such a remediation project needs a much more full discussion before asking staff to bring forward a plan.

The meeting was adjourned to Executive Session at 4:15 PM to hear the following items:
