Called To Order The meeting was called to order by Council President Barbara Ryan, who led the Pledge of Allegiance.

KNUTSON / WEISS moved to approve Barbara Ryan as Mayor Pro Tempore for 2009. MOTION CARRIED 7-0.

WEISS / BARBARA RYAN moved to approve Stan Snapp as Council President Pro Tempore for 2009. MOTION CARRIED 7-0.

2. APPROVAL OF CITY COUNCIL COMMITTEE AND/OR SPECIAL MEETING MINUTES

None submitted at evening meeting.

3. OLD/NEW BUSINESS

Council President Buchanan and Council Member Barbara Ryan will draft changes to the City Council By-laws, which were adopted in 1974, for councils' consideration.

WEISS / BORNEMANN moved to approve the scheduling of the City Council retreat on March 21, 2009. Location to be confirmed. MOTION CARRIED 7-0.

It was the consensus of the Council that the Post Point discussion be scheduled for the afternoon worksession on January 26th, or alternatively on February 9th, 2009.
