The Minutes of the October 8, City Council Committee Meeting were submitted for approval.
ML/GK MOVED APPROVAL. The motion carried 6-0-1. CL abstained.

Lake Whatcom Watershed development

Jack Weiss announced that the County's Natural Resources Committee will be meeting tomorrow to discuss proposed amendments that would exempt over 700 lots from TMDL requirements for 0 discharge. Mr. Weiss requested the Mayor send a letter expressing concern. Mayor Linville suggested the City could wait and see what the Council does and how the Department of Ecology responds. Michael Lilliquist reported that the Department of Ecology would accept phosphorus release as long as there is mitigation which would be very difficult to achieve. Mr. Snapp stated that he would attend the committee meeting and request they permit the Interjurisdictional Coordinating Team to review it and give its input.

JW/GK MOVED TO DIRECT THE MAYOR TO WRITE A LETTER TO THE COUNTY COUNCIL REQUESTING POSTPONEMENT OF THE DECISION ON THE PROPOSED EXEMPTION.
The motion carried 7-0.

Mayor Linville agreed to prepare and send the requested letter and added that she would alert the County Executive, Jack Louws, of the City's concerns.

At 2:57 PM Council President Bornemann adjourned the meeting to Executive Session to hear the following:
