OLD/NEW BUSINESS

Mayor Linville reported that they are following up on a proposal to review CHAT report recommendations. A letter will be going out to the organizations that participated in the previous process. Vanessa Blackburn will be the point person. She and Seth Fleetwood have been working together on the format and agenda for this review. The goal is to try and make sure that people can afford housing here if they have a job that pays a decent wage. The Mayor stated that there should be recommendations coming out of this process for action next year. She stressed the prior recommendations are not being ignored. Jack Weiss pointed out that the issue of opportunity zones he raised earlier would mesh well with this work. Mayor Linville agreed the CHAT review recommendations could easily flow into a fuller discussion of opportunity zones, infill toolkit and density requirements, among other things.

Mr. Weiss reminded the Mayor that they had been anticipating an initial staff briefing regarding the concept of opportunity zones. Jeff Thomas answered that the staff is continuing to work on putting informational materials together and will present them as quickly as possible. Mayor Linville stated she would be making a Mayor's report later in the evening and updating Council on the status of projects Council had requested.

The Committee Meeting Minutes of April 8, were submitted for approval. TB/CL MOVED APPROVAL. The motion carried 4-0-1. Jack Weiss abstained.

Low Impact Development Briefing for Elected Officials

Bill Reilly, Storm & Surface Water Utility Manager, reported that the Washington State Department of Ecology is providing briefings throughout the State on the role that low impact development (LID) practices will have in the reissued NPDES Municipal Stormwater Permits. The briefings are intended for elected officials, appointed officials, and management staff. Staff will work with Council to schedule briefings here in Whatcom County.

Lake Whatcom Update

Cathy Lehman asked if there would be an update on Lake Whatcom work coming to Council as requested. Ted Carlson stated that information was being put together for a Lake Whatcom Committee meeting in June.


At 4:09 PM Council President Fleetwood adjourned the meeting to Executive Session to hear the following:
