Organizational Meeting


Called To Order The meeting was called to order by Council President Barry Buchanan who led the Pledge of Allegiance.

ANNOUNCEMENT(S)

Bellingham City Council meets all requirements of the State of Washington Open Meetings Act.

APPROVAL OF MINUTES

SNAPP / BORNEMANN moved approval of the November 23, December 7 and December 14, 2009 minutes of regular Council Meetings as submitted. MOTION CARRIED 5-0-2, Fleetwood and Lilliquist abstained.


15 - MINUTE PUBLIC COMMENT PERIOD

Julia Fleetwood, 1003 17th Street asked why two parking spaces on Forest Street by the YMCA were removed during construction.

Carr Lanham welcomed new Council Members Fleetwood and Lilliquist and said he looks forward to working with council in the new year.

Bruce Deile discussed social issues

Tanasije Chobanov, Xenia Street referenced his request from three years ago and said his street needs street lights, speed bumps and help making a difference in garbage service.

Tip Johnson, 2719 Donovan took issue with the Fairhaven Highlands Environmental Impact Statement (EIS) and said it is the worst EIS ever written. He said the proposed development is all wrong and the original zoning was an error. He asked council to acknowledge the zoning error and initiate the review that every rezone deserves.

Louise Bjornson, former City Council Member, welcomed new Council Members Fleetwood and Lilliquist along with the current council members and asked them all to take good care of the city.

SNAPP / WEISS moved to approve Gene Knutson as Council President for 2010. MOTION CARRIED 7-0.

Council Member Knutson chaired the remainder of the meeting as Council President.

          2. APPROVAL OF CITY COUNCIL COMMITTEE AND/OR SPECIAL MEETING MINUTES

None submitted at evening meeting.
          3. OLD/NEW BUSINESS

A resolution was presented for consideration entitled:

A RESOLUTION DESIGNATING THE CITY COUNCIL PRESIDENT TO SERVE AS MAYOR PRO TEMPORE IN THE ABSENCE OF THE MAYOR AND THE MAYOR PRO TEMPORE.”

Council President Knutson read the resolution into the record:
      "WHEREAS, the Bellingham City Charter, Section 2.08, provides that the City Council may, by majority vote, designate one of their number as Mayor Pro Tempore; and

      WHEREAS, in the event both the Mayor and the designated Mayor Pro Tempore are absent or under a temporary disability, there may be a need for another City Council appointment to fulfill the duties of Mayor as authorized by Section 2.08;

      NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BELLINGHAM:

      That pursuant to Bellingham City Charter Section 2.08, the Bellingham City Council hereby appoints the City Council President to serve as Mayor Pro Tempore in the absence of both the Mayor and the Mayor Pro Tempore."

LILLIQUIST / BORNEMANN moved final approval of Resolution #2010-01. MOTION CARRIED 7-0
    EXECUTIVE SESSION

    1. POTENTIAL LITIGATION: Staff provided information on a potential litigation matter. Information only. No action taken.

    2. PERSONNEL MATTER: Staff provided information on a personnel matter. Information only. No action taken.
