The committee meeting minutes of January 14, January 28, and February 11, were submitted for approval. Ms. Lehmann noted an error on the February 11th, minutes incorrectly assigning the motion for AB19827 to her when she does not serve on the Planning Committee. It was clarified that the motion was made by Knutson, seconded by Lilliquist and Weiss concurred.

SS/JW MOVED TO RECOMMEND APPROVAL OF THE MINUTES AS AMENDED. The motion carried 5-0-0. GK excused. TB absent.

JW/TB MOVED FOR WITHDRAWAL OF THE PREVIOUS MOTION AND VOTE. The motion carried 6-0-0. GK excused.

JW MOVED TO APPROVE THE MINUTES AS AMENDED. Motion withdrawn to consider each individually.

Bellingham School District Capital Facilities Plan

Cathy Lehman reported she has met with Dr. Baker and that they will be coming to Council on March 25th, to report on the recommendations for the BSD capital facilities plan.

Change to AB19846 for Third and Final Reading

Peter Ruffatto, City Attorney, alerted Council that he would be submitting a non-substantive wording change to the ordinance for this agenda bill. The change clarifies the language relating to the two-year limited term position to conform to the City's human resources policies.

City Council Retreat

Seth Fleetwood announce the Council retreat would be held Monday, March 18 @ Woodstock, 12:30 PM. The subject of the retreat will be the budget process. The discussion will be about what is working well and what can be improved. Lunch will be provided.

Request for information

Jack Weiss requested the Mayor provide an update to Council regarding the Whatcom Creek bridge repair project and to also report on timing issues related to the Metropolitan Park District which was just passed by the voters. Mayor Linville agreed to provide information regarding the bridge at the Regular meeting later. She agreed to provide a memo to Council regarding the Park District as soon as staff had time to prepare that information.
