Organizational Meeting


Called To Order The meeting was called to order by Council President Pro Tem Michael Lilliquist who led the Pledge of Allegiance.

Swearing in of elected officials

Raquel Montoya-Lewis, J.D., M.S.W., Chief Judge, Nooksack Indian Tribe officiated at the swearing in of:

      Pinky Vargas, Bellingham City Council Member, Ward 4
      Michael Lilliquist, Bellingham City Council Member, Ward 6

    15-MINUTE PUBLIC COMMENT PERIOD

    Bob Burr congratulated returning and new council members. He is concerned because he feels that many federal elected officials do not observe the constitution. Additionally, he said the Parks Commission has turned off many of the recharging plugs used for recharging vehicles and electronic equipment that are in public bathrooms and other places. He said that this convenience can only cost a few cents a day and asked that those be turned on again.

    Yoshé Revelle discussed health issues.

    Marian Beddill is concerned that in Lake Whatcom, the runoff water from roofs, driveways, etc., that is being redirected into routes that will clean the water before returning to Lake Whatcom, may not be effective and is working to bring scientific people together to check the situation.

      LILLIQUIST / KNUTSON moved to approve Cathy Lehman as Council President. MOTION CARRIED 7-0.

      Council President Pro Tem Lilliquist turned the gavel over to Council President Lehman, who chaired the remainder of the meeting.

      KNUTSON / WEISS moved to approve Terry Bornemann as Council President Pro Tempore. MOTION CARRIED 7-0

      COUNCIL PRESIDENT PRO TEMPORE: TERRY BORNEMANN


      BORNEMANN / LILLIQUIST moved to approve Gene Knutson as Mayor Pro Tem. MOTION CARRIED 7-0.

      A brief reception was held.

      Council President Lehman called the meeting back to order at 7:41 p.m.

        WEISS / LILLIQUIST moved to nominate Gene Knutson to represent City Council on the Marine Resources Group. MOTION CARRIED 7-0.

        AB20259 3. Guidelines for Public Comment Period

        Discussion during committee. There will be further discussion at the Council Retreat.


        AB20260 4. Code of Ethics for Municipal Officers - Contract Issues

        LEHMAN / LILLIQUIST moved to include in the policy of the council that if a council member is appointed ex-officio to a non-profit board, that council member shall not become an officer of the board during their ex-officio assignment. MOTION CARRIED 7-0.


        5. Old/New Business

        City Cell Phone Program for Council Members.

        Discussion during committee. Options will be presented and discussed at the Council retreat.

        Transportation Benefit District.

        Scheduling was discussed during committee. Information only.

        Council Retreat

        The City Council retreat is scheduled for February 22, 2014. Location to be determined.

        AWC City Action Days, January 29-31

        At this time, Council Members Bornemann and Lehman will attend. Other council members may attend all, or part, of the conference, if their schedules permit.
