10-12-13 Party Incident and Police Response

Mayor Linville and Chief Cook gave a report regarding the escalation of a party at 1211 Jersey Street which led to rioting, vandalism, property damage, damage to police vehicles and minor injuries to police officers. Whatcom County Sheriffs and State Patrol provided assistance. Chief Cook noted there has not been an incident like this in Bellingham ever recorded before. Four arrests have been made, only one is a student. Western Washington University officials are actively responding and will expel any students who are found to have been actively involved. Students got together and cleaned up trash from neighborhood yards the following day.

Steve Swann, Vice President of University Relations, stated that Western students are embarrassed by this incident and are being proactive about addressing the situation. He praised the Police Department for its restrained response. The Associated Student's Union will be presenting a Resolution to Council condemning the incident and commending the Bellingham Police Department for their response.

AB20154 and AB20158 on Consent Agenda
Amy Kraham, Senior Assistant Attorney, explained these two items on the Consent Agenda are easement agreements with the Port and the State DNR simply to allow access to the R.G. Haley site to conduct the cleanup. Mr. Weiss asked for staff to provide maps. Craig Mueller, Public Works Project Engineer, agreed to provide them prior to the Regular Meeting.

At 2:01 PM Council President Fleetwood adjourned the meeting to Executive Session to hear the following:
