Minutes of the May 23, 2011 Special Meeting of the Planning and Community Development Committee worksession regarding impact fees were submitted for approval. JW/GK MOVED APPROVAL. The motion carried 4-0.

Minutes of the July 11, 2011 Council Committee Meeting were submitted for approval. GK/TB MOVED APPROVAL. The motion carried 7-0.

Jack Weiss reported on a meeting with Henry Bierlink regarding agricultural practices and asked if Members would be interested in going on a tour of his farm. Michael Lilliquist indicated interest in attending such a tour. Discussion of the details will follow.

Michael Lilliquist referred to information previously sent to Council Members and Administration regarding Portland’s green streets program and the practice of partnering with residents to put rain gardens in city right-of-way. David Webster explained that staff has been looking into programs across the country related to the use of rights-of-way and citizen stewards of the projects. He suggested a status update be provided by staff. Council members were agreeable to that.

Michael Lilliquist requested the City provide information related to veteran’s services be posted on the City’s website. David Webster said he will work with Mr. Lilliquist on it.

At 2:41 PM Council President Stan Snapp adjourned the meeting to Executive Session to hear the following items.
