Ted Carlson reported that at the next meeting they would be bringing forward a resolution that would have a Clean Green start date in March ending in October and an increase to $10 fee effective April 1st.

AB20310 2. Bellingham Public Development Authority 2013 Annual Report and 2014 Work Program

Council Photos

Janice Keller reminded everyone that the City Council Photos would be taken at 6:30 in Council Chambers.

Retreat

Discussion of the currently scheduled retreat for February 22nd did not work for Gene Knutson, however Cathy Lehman would like for everyone to be there as she would like to do some exercises such as Strength Finders. Pinky Vargas agreed everyone should be there for the purpose of a full Council vote option. Cathy Lehman said she would send out another email to the group and see if there is another date available.

TBD (Transportation Benefit District)

Cathy Lehman brought up the TBD and reminded the Council that at the Re-Organization Meeting it was decided to have the meetings “on alternate evenings of City Council.” The Council agreed that the meetings are so infrequent and fairly short that it makes sense to set the TBD adjacent to an existing meeting.

Aquatic Invasive Species Program

Michael Lilliquist reported that the Olympia Legislature is currently considering legislation that the Council is in support of for the Aquatic Invasive Species Program.

ML/JW MOVED TO AUTHORIZE THE CITY COUNCIL AND MAYOR CO-SIGN A LETTER OF SUPPORT FOR THE AQUATIC INVASIVE SPECIES BEING HEARD IN LEGISLATURE. Motion passed 7-0

Cathy Lehman suggested that Mark Gardner and the Mayor’s Office draft this letter.
