Committee and staff discussion covered the following topics:
    a) City Growth Policies

      Defining infill or tiers of infill
      Infill toolkit modifications
      Incentive-based development
      Opportunity zones
      Impact fees and System Development Charges
      Bonus density
      Modified regulatory requirements
      Tax exemption programs
      Permit expediting
      Building height limits
      Vesting policies and laws

    Direction was given to staff to bring back a report on all current impact fees, how they currently work, how they work in other jurisdictions and recommendations for how they could work better here to achieve policy objectives.

    b) Comprehensive Planning

      Scope, schedule and resources for Comprehensive Plan update
      Annual Comprehensive Plan amendment cycle and consideration of suspension
      Annexation scheduling
    c) Affordable and Quality Housing

      Rental registration and inspection program
      Inclusionary Zoning
      Home Fund levy and implications for the City
    Direction to staff was given to bring back to Council the Mayor's proposed rental registration and inspection program after the budget for 2013 has been done.
      d) Other Planning Issues

        Home occupation rules in Single Family Residential zones
        Pipeline safety regulations


    ADJOURNMENT
    There being no further business, the meeting was adjourned at 12:07 PM.
