The special meeting minutes of the February 24, 2011, Planning and Community Development Committee Worksession were submitted for approval.
JW/SF MOVED APPROVAL OF THE MINUTES. The motion carried 7-0.
Development Plan for Birchwood

Jack Weiss reminded Council of the difficult deliberations regarding the Gray Rezone Council approved in December, and Mr. Weiss’ contention that there should first be an urban village plan. He reported that staff provided him with a copy of a plan for the Birchwood area from 1993 which the Council of that time did not adopt because it did not want to constrain development in any way. Mr. Weiss stated that he read through the plan and found it to be a good plan that provided economic analysis. He noted this is not the practice for current planning documents.

Policy Statement Proposal for Council and Transportation Benefit District

JW/ML MOVED THAT COUNCIL ADOPT THE FOLLOWING POLICY:

The motion failed 1-6.
