19.04.030 - INTENT AND PURPOSES
A. This ordinance is intended to assist in the implementation of the capital facilities plan element of the Bellingham Comprehensive Plan, and to help achieve the goals of the Bellingham Comprehensive Park, Recreation and Open Space Plan element therein. B. The purpose of this ordinance is to assure that new development bears a proportionate share of the cost of capital expenditures necessary to provide parks, recreation, and open space improvements in Bellingham.
