Chapter 20 INDUSTRIAL WASTE

15.20.030 - APPLICABILITY--RATES AND CHARGES.

A. The rates and charges set out in this section shall apply to all system users who meet the criteria described in Section 15.20.020, but who are not required to execute a utility service contract as described in Section 15.20.070.

B. On January 1, 2005, the following rates and charges are in effect until December 31, 2007.

1. Minimum Fixed Charge for each account is $17.68 for the first 800 cubic feet of water used.

2. A Volume Charge is set at $2.21 for each hundred cubic feet of water used over the first 800 cubic feet.

3. An Industrial High-Strength Surcharge is set at $0.17 per pound of “Biochemical Oxygen Demand" (abbreviated as BOD.)

4. An Industrial High-Strength Surcharge is set at $0.15 per pound of “Total Suspended Solids” (abbreviated as TSS.)

C. On January 01, 2008 the following rates and charges are in effect until December 31, 2008.

1. Minimum Fixed Charge for each account is $17.97 for the first 800 cubic feet of water used.

2. A Volume Charge is set at $2.25 for each 100 cubic feet of water used over the first 800 cubic feet.

3. An Industrial High-Strength Surcharge is set at $0.17 per pound of “Biochemical Oxygen Demand" (abbreviated as BOD.)

4. An Industrial High-Strength Surcharge is set at $0.15 per pound of “Total Suspended Solids” (abbreviated as TSS.)

D. On January 01, 2009 the following rates and charges are in effect until December 31, 2009.

1. Minimum Fixed Charge for each account is $19.03 for the first 800 cubic feet of water used.

2. A Volume Charge is set at $2.38 for each 100 cubic feet of water used over the first 800 cubic feet.

3. An Industrial High-Strength Surcharge is set at $0.18 per pound of “Biochemical Oxygen Demand" (abbreviated as BOD.)

4. An Industrial High-Strength Surcharge is set at $0.16 per pound of “Total Suspended Solids” (abbreviated as TSS.)

E. On January 01, 2010 the following rates and charges are in effect until December 31, 2010.

1. Minimum Fixed Charge for each account is $19.60 for the first 800 cubic feet of water used.

2. A Volume Charge is set at $2.45 for each 100 cubic feet of water used over the first 800 cubic feet.

3. An Industrial High-Strength Surcharge is set at $0.19 per pound of “Biochemical Oxygen Demand" (abbreviated as BOD.)

4. An Industrial High-Strength Surcharge is set at $0.16 per pound of “Total Suspended Solids” (abbreviated as TSS.)

F. The foregoing use rates will remain effective until December 31, 2010. Thereafter, beginning on January 1, 2011, the rates may be adjusted annually by the City Council and reflect, at a minimum, an inflationary factor tied to the Consumer Price Index, All Urban Consumers (CPI-U), Seattle-Tacoma-Bremerton index.
