The Committee Meeting minutes of the August 15 meeting were resubmitted for approval because Old/New business notes had been inadvertently omitted. GK/ML MOVED APPROVAL OF THE AMENDED MINUTES. The motion carried 7-0.

The Committee Meeting minutes of the September 12, meeting were submitted for approval. Michael Lilliquist noted that it was he and not Gene Knutson who concurred on the motion to recommend approval for AB19316. ML/GK MOVED APPROVAL OF THE MINUTES AS CORRECTED. The motion carried 7-0.

The Committee Meeting minutes of the September 26, meeting were submitted for approval. GK/ML MOVED APPROVAL OF THE MINUTES AS SUBMITTED. The motion carried 7-0.

The Special Meeting minutes of the City Council on September 8, were submitted for approval. GK/TB MOVED APPROVAL AS SUBMITTED. The motion carried 7-0.

The Special Meeting minutes of Finance Committee meeting on September 22, were submitted for approval. ML/BB MOVED APPROVAL AS SUBMITTED. The motion passed 3-0.

The Special Meeting minutes of the City Council on October 3, were submitted for approval. BB/GK MOVED APPROVAL AS SUBMITTED. The motion carried 7-0.

Sunnyland NPA

It was confirmed that the Sunnyland NPA matter originally scheduled to be heard on this date had been rescheduled to the October 24th Council Meeting due to time constraints.

City Council 2012 Meeting Schedule

A draft schedule of 2012 City Council Meeting dates was handed out to members for their review and comment. It was noted that due to the way the New Year Holiday falls, the reorganization meeting of 2012 will not occur until January 9. The resolution adopting the final schedule will be brought forward at the next meeting.

At 4:00 PM Council President Stan Snapp adjourned the meeting to Executive Session to hear the following items:

Executive Session

1. LITIGATION: City of Bellingham v. Whatcom County re URMX Growth Board Appeal - (Marriner – Approx. 10 min.)

2. LITIGATION: Hofstetter v. City of Bellingham - (Brady – Approx. 10 min.)

3. CLAIM FOR DAMAGES: Charles Herron - (Brady – Approx. 10 min.)

4. LABOR RELATIONS UPDATE - (Klemanski – Approx. 15 min.)




ADJOURNMENT
The meeting was called back to order and adjourned at 4:46 PM.
