The Committee Meeting Minutes of December 3, 2013, and December 10, 2013; and the Special Meeting Minutes of December 3, 2012 (Budget Worksession), January 7, 2013 (Reorganization), and January 24, 2013 (Council-Mayor-Bellingham School District Board Meeting) were submitted for approval.

GK/ML MOVED APPROVAL OF ALL MINUTES. The motion carried 6-0-0.

Bellingham Public Development Authority [BPDA]

Cathy Lehman asked if the BPDA had yet scheduled the first of its regular reports to Council as required by Council Action at the December 3, 2012, meeting. Mr. Weiss reported that the BPDA will be coming forward on February 25th, with two reports - the period update and its annual report.

Fireworks Ban

Stan Snapp requested approval of the Council to refer this matter to the Public Works/Public Safety Committee for discussion.

CL/GK MOVED APPROVAL. The motion carried 6-0-0. TB excused.

Public Access Government TV

Mr. Snapp reported that the PEG-TV working group had not met since the end of the year and that he had met with Mayor Linville and spoke with her regarding this matter. The Mayor requested the work be brought to the Council at this time so that staff can bring forward options and proposals. Mr. Snapp requested approval by Council to bring PEG up for discussion by the Committee of Whole.

GK/CL MOVED TO REFER PEG-TV TO THE COMMITTEE OF THE WHOLE. The motion carried 6-0-0. TB excused.

Appointment of Council Delegates to County Comprehensive Planning Meetings

Seth Fleetwood reviewed that he and Council Members Lilliquist, Weiss, and Lehman expressed an interest in serving as the Council representatives for these meetings. The County's request is that there be less than a quorum. There was discussion as to whether or not there needed to be the same participants from Bellingham at each meeting, or if there could be a different make-up for each one. By unanimous consent, Members agreed that Council Members Weiss, Lilliquist and Lehman could attend the first meeting.

Council's requests for information from city staff

Mr. Fleetwood reported that the Mayor requested Council Members let staff know two weeks in advance of a meeting when Members will need information from staff. It was noted that Members often do not know what will be on the agenda two weeks in advance. It was generally agreed that, to the extent possible, Members will request information from staff in advance of a meeting.

Executive Session

At 1:40 PM Council President Fleetwood adjourned the meeting to Executive Session to hear the following:

1. Potential Property Acquisition - (Marriner – Approx. 15 min.)

2. Litigation: Longo v. Bellingham Police Department - (Brady – Approx. 15 min.)






ADJOURNMENT
At 1:56 PM the meeting was called back to order and adjourned.
