Staff reviewed height simulations and effects on view corridors, including an examination of existing conditions, staff proposals, Planning Commission proposals, and height revisions suggested by Council members.
Planning Committee members made the following motions and took the following votes:
ML/SF MOTION TO RECOMMEND ADOPTION OF MODIFICATIONS TO THE PLANNING COMMISSION RECOMMENDATIONS FOR THE FAIRHAVEN CORE TO ENLARGE THE 56 FOOT 5 STORY ZONE WITH A 5TH FLOOR SETBACK JUST OUTSIDE THE HISTORIC AREA, AND DECREASING THE HEIGHTS ON THE WESTMOST PROPERTY TO 66 FEET, AND TO ADOPT HEIGHT REGULATIONS FOR AREA I-3 AT 56 FEET ACROSS THE ENTIRE AREA FOR INDUSTRIAL AND COMMERCIAL USES, WITH A VIEW CORRIDOR DOWN MCKENZIE AS SHOWN IN THE STAFF RECOMMENDATIONS. (See vote on "Core motion" below).
JW/CL MOTION TO AMEND TO ACCEPT MICHAEL LILLIQUIST MAP WITH ADDITION OF CHANGE FROM 35 TO 42 FEET ON THE EASTERN EDGE OF THE MAP. MOTION FAILED 1-3. ML/CL/SF OPPOSED.
ML/SF MOTION TO AMEND TO SPECIFY THAT THERE BE A SETBACK AT THE 5TH FLOOR IN THE 66 FOOT AREA. PASSED 3-1, CL OPPOSED.
JW/ML MOTION TO AMEND TO MOVE BOUNDARY ON MICHAEL LILLIQUIST MAP AT HAGGEN BLOCK TO MCKENZIE STREET. PASSED 3-1, CL OPPOSED.
JW MOTION TO AMEND TO NO HEIGHT LIMIT IN THE INDUSTRIAL ZONE. MOTION DIED FOR LACK OF A SECOND.
Jack Weiss summarized Core Motion: Accept heights on Michael Lilliquist map, with changes to zone I-3 to 56 feet everywhere except for the view corridor at 42 feet, and a section at 66 feet with a 5th floor setback, and modifying the line at the Haggen site. CORE MOTION PASSED 3-1 CL OPPOSED.
Staff and Committee members reviewed remaining issues for future work sessions, including: rezone criteria; date certain for the parking task force and organizational details for task force; whether hotels should be allowed in I-2; boundaries for TIF; and, ground floor heights. Next work session scheduled from 11:00 to 12:00 Monday June 18 in Council Chambers.
