REGULAR MEETING


Called To Order The meeting was called to order by Council President Seth Fleetwood who led the Pledge of Allegiance.

ANNOUNCEMENT(S)
    · On Thursday, January 24th, 6:00 – 8:00 PM at Happy Valley Elementary School, the City Council and Mayor will attend a special meeting with the Bellingham School District’s Board of Directors for a discussion of school and community needs.
    · On Monday, February 11, in City Council Chambers, there will be a public hearing regarding a change to BMC 20.10.025, retail establishment maximum size.

Bellingham City Council meets all requirements of the State of Washington Open Meetings Act.


APPROVAL OF MINUTES

KNUTSON / SNAPP moved approval of the January 7, 2013 reorganization meeting minutes of the City Council as submitted. MOTION CARRIED 6-0.



15 - MINUTE PUBLIC COMMENT PERIOD

Jill Macintyre Witt thanked Council for the proposed Scoping Comments on the Gateway Pacific Terminal (GPT). She discussed local impacts to the community with regard to climate change and noted that there would be a presentation on Climate Change at the Firehouse Performing Arts Center on January 19, 2013.

Vince Biciunas discussed the Metropolitan Park District.

Peter Ruffatto, City Attorney reminded citizens that the [city property] facilities cannot be used to endorse or discourage a measure or candidate.

Delaine Clizbe discussed the Metropolitan Park District.

Phyllis McKee discussed the Metropolitan Park District.

Yoshé Revelle discussed school safety and feels the need to change the mindset of citizens regarding violence.

George Munger discussed the Metropolitan Park District.

Christopher Grannis discussed the Metropolitan Park District.

AB19801 1. Interlocal Agreement between Bellingham Housing Authority and the Bellingham Police Department for a Drug and Crime Prevention Officer

SNAPP / KNUTSON moved to authorize the Mayor to enter into an Interlocal Agreement with the Bellingham Housing Authority and the Bellingham Police Department for a Drug and Crime Prevention Officer. MOTION CARRIED 6-0.


AB19802 2. Interlocal Agreement between Whatcom County Fire District 8 and City of Bellingham for collaborative Fire Department Administrative Services

SNAPP / LILLIQUIST moved to authorize the Mayor to enter into an Interlocal Agreement with Whatcom County Fire District 8 for collaborative Fire Department Administrative Services. MOTION CARRIED 6-0.


AB19803 3. Ordinance related to the 2013 Fire Department Budget increasing revenue and expenses related to the Interlocal Agreement between the City of Bellingham and Whatcom County

AN ORDINANCE RELATING TO THE 2013 BUDGET INCREASING REVENUE IN THE GENERAL FUND BY $146,386.00 AND APPROPRIATING AN ADDITIONAL $146,386.00 IN RELATED EXPENDITURES IN THE FIRE DEPARTMENT TO CREATE A NEW ASSISTANT FIRE CHIEF POSITION.”

SNAPP / KNUTSON moved approval for first and second reading. MOTION CARRIED 6-0.

Peter Ruffatto, City Attorney noted that the budget ordinance will be reconciled with the Interlocal Agreement prior to final consideration.


AB19804 4. Whatcom Symphony Orchestra [WSO] lease in the Federal Building

SNAPP / BORNEMANN moved to authorize the Mayor to enter into a lease for space in the Federal Building with Whatcom Symphony Orchestra. MOTION CARRIED 6-0.

AB19809 2. City of Bellingham's 2nd Environmental Impact Statement Scoping request regarding the Gateway Pacific Terminal project

BORNEMANN / KNUTSON moved to endorse the Scoping request regarding the Gateway Pacific Terminal project. MOTION CARRIED 6-0.


AB19810 3. City Council's Environmental Impact Statement Scoping request regarding the Gateway Pacific Terminal project related to local impacts from climate change

WEISS / LILLIQUIST moved to approve the City Council’s letter to CH2MHill regarding Bellingham City Council Scoping Comments on the Gateway Pacific Terminal/Custer Spur EIS. MOTION CARRIED 5-1, BORNEMANN opposed.

MAYOR'S REPORT

          1. Standing time for briefings, updates and reports to Council by the Mayor, if needed. Information only.

            · The Mayor recognized an article on the city’s Performance Measures in The Whatcom Watch, by Nicole Oliver.
            · The Mayor announced that Clifford Cook has accepted the offer to become the city’s new Police Chief and anticipates a start date of February 4, 2013.
            · The Mayor announced that security training is available for departments and staff.
            · The Mayor will be communicating with our congressional delegations in regard to climate change and exporting non-renewable natural resources.
