The minutes of the July 2, and September 10, City Council Committee Meeting minutes were submitted for approval.

CL/GK MOVED APPROVAL. The motion carried 7-0.

The following Special Meeting minutes of Planning and Community Development Committee worksessions were resubmitted for approval:

April 23 - Padden Trails
April 25 - Padden Trails
May 2 - Padden Trails
May 4 - PCD Committee Retreat
July 23 - King Mountain

ML/CL MOVED APPROVAL. The motion carried 3-1-0. JW opposed.

Library closure

Gene Knutson reported he has received complaints about the Library being closed on a Friday for staff training. Stan Snapp confirmed that the Library Board approved the closure.

Health Impact Assessment regarding the Gateway Pacific Terminal Project

Michael Lilliquist reported the Washington State University will be making an application to perform the HIA assessment statewide.

At 1:33 PM Council President Bornemann adjourned the meeting to Executive Session to hear the following:

At 2:21 PM, Council President Bornemann announced the Executive Session would be extended to 2:40 PM.
