SS/JW MOVED TO RECOMMEND DIRECTION TO STAFF TO MOVE FORWARD WITH A PILOT DEMONSTRATION PROJECT IN THE CENTRAL BASIN DISTRICT; DELAY THE WET WEATHER FACILITY UNTIL COMPLETION OF THE PILOT DEMONSTRATION PROJECT; AND USE A PORTION OF THE BOND PROCEEDS DESIGNATED FOR THE WET WEATHER FACILITY TO FUND THE PILOT DEMONSTRATION PROJECT.

1. APPROVAL OF CITY COUNCIL COMMITTEE AND/OR SPECIAL MEETING MINUTES
Minutes of the City Council Committee meeting for March 29 and March 15 were submitted for approval.
SS/BB MOVED APPROVAL. The motion carried 7-0.
2. OLD/NEW BUSINESS
Lake Whatcom 2010-2014 Work Program
Council Member Lilliquist reported that the Lake Whatcom 5-year Accomplishment Report and the Lake Whatcom Work Plan are available for review on the City’s website. On April 20, 2010 there will be a Joint Meeting of the City Council, Whatcom County Council and Lake Whatcom Water & Sewer District, 6:30 p.m. City Hall to consider the Work Plan. Additionally, on May 3rd, at 6:30 PM in City Council Chambers, there will be a public meeting to take public comment on the Work Plan.
The meeting was adjourned to Executive Session at 3:08 p.m. to hear the following items:
1. RATIFICATION OF WHATCOMM DISPATCH GUILD COLLECTIVE BARGAINING AGREEMENT FOR 2010-2011
2. POTENTIAL LITIGATION
3. LITIGATION: Puget Sound Energy v. City of Bellingham
The meeting was called back to order and adjourned at 3:38 p.m.
