In 2012, the City started the city-wide project of installing water meters as required by State law. Installation was completed in April 2017.

Water Rates
Water rates are currently set through 2020. Water, sewer and stormwater rate studies were completed in 2012 to inform the City Council’s decision on the rate structure for all water customers.
Sewer Rates
Under the current rate structure, single-family residential sewer rates are flat rate and not based on metered water usage. Non-single Family rates are calculated on a base rate of up to 16 CCF water consumption with an additional volume rate for additional water consumption.
Utility Bills
Utility billing includes water, sewer, stormwater, and the Lake Whatcom surcharge.
