Downtown Planning

NEW! Over the past three years, the community has had the opportunity to provide input into the new Downtown Bellingham Plan in many unique ways. This feedback has been incorporated into the draft Downtown Bellingham Plan that is now available for review and comment. Draft development regulations and a summary of additional associated changes are also available.

The City Council held their public hearing on June 23, 2014. They voted to refer the item to the Planning Committee for a work session on July 7, 2014.

The Planning Commission held four meetings on the Downtown Bellingham Plan - March 27, April 3, April 17 and May 1, 2014. At the conclusion of the May 1 meeting, a recommendation of approval for the Downtown Bellingham Plan and all associated documents was forwarded to City Council with these modifications

Prior Downtown Planning

Bellingham’s downtown is thriving, thanks in part to an effective master plan and implementation strategy adopted in 2002. Many of the projects within the 2002 City Center Master Plan have been completed, including:
