In December of 2005 a set of "strategic guidelines" was first presented to the public and to the City Council and the Port Commission. The strategic guidelines are a set of principles that guide the master planning process. After initial review, the strategies were incorporated into the Waterfront Futures Group guiding principles, to form the final document.
