The proposed South Yew Street Road Annexation area is located in
Bellingham's Yew Street Road Urban Growth Area and comprises approximately
360 acres. The proposal has an assessed valuation of approximately
$65,949,925. The area lies adjacent to the city limits and the Samish
Neighborhood on the west and south. Palmer Road and Yew Street Road form the
north and east boundaries respectively. The northern portion of the
annexation area is generally vacant land with some single family housing
along Palmer and Yew Street Road. Bellingham School District is constructing
an elementary school on land adjacent to Yew Street just south of Palmer
Road. Access to the school will be from Kingsmill Street.
The area to the south is mostly built out and includes South Hills,
Wildflower, Cedar Creek, Padden Heights, Mahonia Place, and Timberlake
subdivisions. The City owns approximately 60 acres west of Governor Road in
the southwest corner of the annexation area. Currently this area is used for
drainage and stormwater management, open space, and an eventual trail system
would extend through the area to connect Padden Creek Park with areas to the
north.
The proposed annexation area is zoned for residential development and has an
Urban Residential (UR4) zoning designation in Whatcom County which allows
for 4 dwelling units an acre with public sewer and water services. Without
public utilities, one dwelling unit to five acres is required.
