Under the Growth Management Act, cities may only make amendments to the comprehensive plan, or the neighborhood plans, once a year. The due date for proposals to amend neighborhood plans is December 1st of each year. Recommendations regarding initiation for the 2008 Annual Review are scheduled for Planning Commission review on February 21st, and the staff report and attachments is here:
Seven proposals were received from recognized neighborhood associations for consideration in 2008. The Planning Director, the Planning Commission or the City Council may initiate this type of Neighborhood Plan Amendment, pursuant to BMC 21.10.150.
14 requests for Neighborhood Plan Amendments were received in this category. Most are site-specific rezones or text amendments submitted by the property owners. According to city code, requests of this type are automatically docketed in neighborhoods with updated neighborhood plans. This year that rule will apply to proposals in the Happy Valley, Roosevelt and Sunnyland neighborhoods.
