Under the Growth Management Act, cities may only make amendments to the comprehensive plan, or the neighborhood plans, once a year. Property owners may submit requests for changes to the zoning of their property (site-specific), and neighborhoods or citizens may request changes as well.
Six proposals were received from recognized neighborhood associations for consideration in 2007. The Planning Director, the Planning Commission or the City Council may initiate this type of Neighborhood Plan Amendment, pursuant to BMC 21.10.150. Tim Stewart, Planning & Community Development Director, has initiated 5 of the 6 proposals, and the remaining proposal was determined to be incomplete.
