
The Bellingham Consolidated Plan presents a strategic vision for housing,
human services, and community development within the City. The Plan includes
a One-Year Action Plan for spending it's annual Community Development Block
Grant (CDBG) allocation and HOME Investment Partnerships Program (HOME)
funds.
The Plan also provides an assessment of the City's community development
needs, and proposes strategies and specific activities that are implemented

Although HUD does not prescribe a specific format, the Strategic and Action Plans must contain certain components. HUD has created an optional tool, Consolidated Plan Management Process (CPMP), to assist formula grantees in meeting the requirements of the Five Year Consolidated Plan and annual Action Plans. Beginning in 2008, the City of Bellingham converted from a locally developed format used in prior years to the CPMP for the development of the 2008-2012 Consolidated Plan with Annual Action Plans. The components of the CPMP Action Plan include narrative responses to specific questions that must be responded to in order to be compliant with the Consolidated Planning Regulations.
The current Strategic Plan is effective from 2008-2012. Each year an Action Plan is created to detail the activities of the coming calendar year.

The Consolidated Annual Performance and Evaluation Report (CAPER) is an annual report for the City of Bellingham's Community Development Block Grant (CDBG) and HOME investment Partnership Program (HOME) programs. It describes the year end status of all activities proposed by the City in the annual Action Plan component of the 2008-2012 Consolidated Plan. The report covers activities between January 1st and December 31st for the annual Action Plan, and evaluates accomplishments proposed by the Strategic Plan section of the Consolidated Plan.
