Aldrich Road/Horton Annexation

The proposed Aldrich Road/Horton Annexation includes 125 acres. The area is adjacent to Bellingham City Limits in the Northern Urban Growth Area, east of and including Aldrich Road, between the Horton Road right of way on the north and Division Road on the south.

In the north part of the proposed annexation area, the Bellingham School District owns approximately 20 acres and has plans to build a new elementary school. In April 2007, Whatcom County approved a Conditional Use Permit, subject to receiving sewer and water from the City and meeting City regulations. The City has not agreed to provide sewer and water.

In the south part of the proposed annexation area is a fully vested 344-unit plat on approximately 64 acres, which has a conditional use permit from Whatcom County and a 1989 agreement by the City to provide sewer and water.

The Annexation Process So Far: (see City Council agenda packets for details)

June 18, 2007: Bellingham City Council conducted a public hearing and voted to direct City staff to bring an annexation ordinance to Council once staff feels conditions are appropriate.

May 16, 2007: The Whatcom County Boundary Review Board’s 45-day review of the annexation proposal expired. The annexation is thereby considered approved by the Board.

Sept. 25, 2006: Bellingham City Council approved Resolution 2006-35, stating its intent to move the annexation petition forward in the annexation process.

Sept. 11, 2006: Bellingham City Council held a public meeting to consider the annexation petition and voted to accept the 10 percent petition and “initiate,” thereby moving the annexation process forward.

July 24, 2006: Owners of property in the proposed annexation area submitted the required 10 percent petition for annexation to the City of Bellingham.

June 7, 2006: A neighborhood meeting was held at Shuksan Middle School, attended by approximately 41 property owners or residents from the area.
