The proposed Aldrich Road/Horton Annexation includes 125 acres. The
area is adjacent to Bellingham City Limits in the Northern Urban Growth
Area, east of and including Aldrich Road, between the Horton Road right of
way on the north and Division Road on the south.

District owns approximately 20 acres and has plans to build a new elementary
school. In April 2007, Whatcom County approved a Conditional Use Permit,
subject to receiving sewer and water from the City and meeting City
regulations. The City has not agreed to provide sewer and water.

plat on approximately 64 acres, which has a conditional use permit from
Whatcom County and a 1989 agreement by the City to provide sewer and water.
