Planning Data contains data defining boundaries used for regulatory purposes by the City of Bellingham. Includes municipal boundaries, historic boundaries, political districts, and other boundaries used in relation to land use and development issues. The data has been symbolized and color coded with mapping parameters conveniently pre-set.
Downtown Planning Districts & Overlays
Description: Layer is a grouped file comprised of
several of the downtown regulatory planning districts, such as the
Billboard Overlay Zone, City Center Design Review District, Old Town
Overlay District, Multi-Family Tax Exempt District, Pedestrian
Oriented Commercial Streets, Adult Entertainment Overlay District,
Parking Enforcement Zones, and Reduced Parking Zones. Attributes for
most layers include a Bellingham Municipal Code Chapter Reference
(see individual metadata for more information).

Bellingham Annexations

Description: Annexations is a polygon feature class
which contains the City of Bellingham's Annexation history since
Incorporation as a city in 1903. Attributes include Name of
Annexation, Year of Annexation, Ordinance Number, and size in acres
of annexation.
Symbology: Polygons are symbolized by color based
on the “Unique Value” of the Annexation Name.
Labels: Labels are displayed based on the
ANNEXATION_CHRONONLOGY field and displays the chronological order of
the annexation. The “Label features” is selected and has a scale
range imposed which will label the polygons when you are zoomed in
beyond 1:24,000.

City Limits & Urban Growth Area

Description: City Limits and Urban Growth Area is a
polygon feature class which contains the City of Bellingham's City
Limits and Urban Growth Areas. Attributes are limited to indicate
only whether or not the area is "City" or "UGA."

“Unique Value” of the Area Type (City or UGA).

class which contains the areas within the City of Bellingham that
are subject to conditions of the Cordata Planned Unit Development

Donation Land Claims

Description: Donation Land Claims is a polygon
featureclass which contains the City of Bellingham's thirteen
Donation Land Claims. The Donation Land Claim Act of 1850 was
intended to promote settlement in the Pacific Northwest. Attributes
are limited to the name of the Donation Land Claim.
Symbology: Polygons are symbolized by a “single
symbol” with the Donation Land Claims in a light grey and a 25%
transparency so that other features are visible below them.
Labels: Labels are displayed based on the NAME of
the Donation Land Claim in a bold grey color. The “Label features”
option is NOT selected, so they are not displayed upon bringing them
into your project.

Fairhaven Design Review District

Description: Fairhaven Design Review District is a
polygon feature class which depicts the areas within Fairhaven that
are potentially subject to Design Review. Attributes include the
three separate areas within the Fairhaven Design Review district,
each with its own procedural and regulatory requirements (See BMC
20.26).
Symbology: Polygons are symbolized based on a
“Unique Value” of the FAIRHAVEN_DESIGN_AREA field, which tells if
the area is in the Approach, Core or Influence area.

Description: Historic Districts is a polygon
feature class which contains the City of Bellingham's National
Register Historic Districts. The National Register is the official
federal list of districts, sites, buildings, structures, and objects
significant in American history, architecture, archeology,
engineering, and culture. National Register properties have
significance to the history of their community, state, or the
nation. This is a NON-REGULATORY District. Attributes are limited to
the name of the Historic District.
Symbology: Polygons are symbolized by a “single
symbol” with the Historic Districts shown in a light orange.
Labels: Labels are displayed based on the
HISTORIC_DISTRICT_NAME field. The “Label features” option is
selected and will label the polygons upon bringing them into your
project.
Definition Query: A definition query has been
written to exclude the Multiple Property Documentation Boundary.
Historic Town Boundary

Description: Historic Towns is a polygon feature
class which contains the City of Bellingham's four original towns
that eventually consolidated to form the City of Bellingham in
1903. Attributes are limited to the name of the Town and date of
settlement.
Symbology: Polygons are symbolized by a “single
symbol” with the Historic Towns shown with a hollow fill and black
outline.
Labels: Labels are displayed based on an expression
that stacks the HISTORIC_TOWN_NAME field above the TOWN_YEAR (year
of establishment). The “Label features” option is selected and will

on the “Unique Value” of the GENERAL_USE_TYPE. Colors are based on
the standard zoning maps published by the City of Bellingham. A 20%
