Post Point Wastewater Plant

The Comprehensive Sewer Plan , adopted by Council in June 2009, provides the framework for the current improvement project. Extensive planning, community input, and Council direction resulted in the current Facilities Plan and alternative contracting method.

Accomplishments and Milestones

Update -March 2013

Accomplishments:   Completed 50% of south yard piping and Secondary Clarifier #4 walls complete. ASB#1 walls are 60% complete. ASB#4 slab is complete. ASB#4 - walls are 50% complete. Air yard piping is 75% complete..
 
Milestones: Complete ASB#1 walls, start water testing of structures, complete ASB#4.

Update - February 2013

Accomplishments:   Completed Secondary Clarifier # 4 walls and slab. Completed 50% of Activated Sludge Basin (ASB) #1 walls. ASB #4 slab completed.

Next Milestones: Complete yard piping. Excavate for blower building. Complete 72” piping from Primary Effluent Pump Station to ASB#1. Finish ASB #1 walls.

Update - January 2013

Accomplishments:   Completed 50% of south yard piping, 75% clarifier walls, and clarifier slab. Activated Sludge Basin (ASB) #1 slab complete, 25% of walls up.

Next Milestones: Complete clarifier, start ASB #4 slab, complete south yard piping. 

Update - December 2012

Accomplishments:   All piles installed for all structures. First concrete slab pour in Secondary Clarifier #4. Started pipe installation for Secondary Clarifier #4. Half of Activated Sludge Basins base slabs complete. Second crane moved to site.

Next Milestones: Complete base slabs in clarifier and Activated Sludge Basin (ASB) #1 and  #4. Start walls in ASB # 4 and clarifier. Continue slabs, walls and pipe work in ASB #1 and odor control facilities. Pour walls for splitter box.

Accomplishments:   Started slabs and walls in Activated Sludge Basin (ASB) #4. Continued slabs, walls and pipe work in ASB#1.

Next Milestones: Complete pile installation in clarifier. Complete lagoon mitigation planting. Continue concrete work in ASB #1 and #4.Completeexcavatin of 48" mixed-liquor line in Secondary Clarifier #4. 

Update - October 2012

Accomplishments:   Completed most lagoon mitigation work including tie-in to lagoon. First slab and wall pours complete. Installed all piles in Activated Sludge Basin (ASB) #4 and ground improvement piles in ASB#1.

Next Milestones: Complete pile installation in clarifier. Start slabs and walls in Activated Sludge Basin (ASB) 4. Continue slabs, walls and pipe work in ASB#1 and odor control facilities.

Update-  September 2012

Accomplishments:   I Completed most lagoon mitigation work including tie-in to lagoon. First slab and wall pours complete. Pile testing complete.

Next Milestones: Complete pile installation. Start on Activated Sludge Basin (ASB) #4 and Clarifier #4 slabs and continue work on ASB1 walls and odor control facilities.

Update - August 2012

Accomplishments:   Initial shoring and excavation complete. Started piles construction of piles and concrete structures. Commenced lagoon mitigation work. Held Friday Coffees on August 10 and 24.

Next Milestones:
 Complete pile installation and lagoon mitigation work. Start on Activated Sludge Basin (ASB) 4 slab and ASB1 walls.

Update - July 2012

Accomplishments:   Established site construction offices, started excavation, first Coffee with the Contractor on July 27,2012.

Next Milestones:
 Construction crane mobilized and sheet piling to begin. Complete excavation for new structures.  

Update - June 2012

Accomplishments:   Finalized construction cost. Completed all permitting. Issued Notice to Proceed June 25-2012.

Next Milestones:
 Break ground and establish site construction offices.

Update - May 2012

Accomplishments:   Final Design Complete, Building Permits submitted, Shoreline permits received. Final cost negotiations started.

  Finalize construction cost. Complete all permitting. Break ground and establish site construction offices.

Update - February 2012

Accomplishments:   Contract for PEPS pumps complete. Peer review of MBBR alternatives in progress. 90-percent plans complete and routing for comment. SEPA Complete.

Next Milestones:   Completion of 100-percent plans. Begin negotiation of MACC (Maximum Allowable Construction Cost). Beginning of construction planned for April 2012.

Update - January 2012

Accomplishments:   Ninety percent plans provided for final review and comment on 12/23/11. Subcontractors qualifications for electrical, mechanical and instrumentation submitted and companies selected who will be able to bid on the work. Bids for PEPS pumps received.

Next Milestones:   Review of 90-percent plans. Begin negotiation of MACC (Maximum Allowable Construction Cost).

Update - November 2011

Accomplishments:   Held final buidability workshop on 11/10/11. PEPS pump package is out to bid with bid opening on 12/7. Shoreline permit, SEPA and CAO permitting complete. Prequalification submittals for electrical and instrumentation received on 11/18. Review of 90-percent plans.

Next Milestones:   Review prequalification submittals and finalize list of subcontractors for electrical and instrumentation. Open bids for PEPS pumps. 

Update - October 2011

Accomplishments:   Notice of intent to prequalify electrical, mechanical and instrumentation subcontractors has been advertised. Public hearing on proposals is scheduled for 11/3/11 at 1:15pm.

Next Milestones:   Submittal of 90 percent drawings. Final buildability workshop will be held on 11/10/11.

Update - September 2011

Accomplishments:   Internal review completed on 60 percent design. Plans submitted to Mortenson Construction for preparation of 60 percent estimate and to Planning for permits. Council updated 9/26/11.

Next Milestones:   Complete review of 60 percent estimate. Incorporate comments into design.

Accomplishments:  Sixty percent design submitted and internal review completed. Plans submitted to Mortenson Construction for preparation of 60 percent estimate and to Planning Department for permits.

Update - July 2011

Accomplishments:   Continued value engineering work.  Submitted Biological  Evaluation, Wetland and Wildlife Mitigation Plan, Archeological Assessment, and Critical Areas Assessment Report package for environmental permitting.

Next Milestones:   Complete 60 percent design. Submit for additional permits.

Accomplishments:   Held second value engineering session on 5/10/11. Direction given on elements to include in 60% design.

May 2011

Accomplishments:   Project kick off meeting with Mortenson Construction, GCCM contractor, held on April 6, with a review of the 30 percent cost estimate.

Next Milestones:   Value engineering session to be held on May 5, 2011.

March 2011

Accomplishments:   Community Open House held on February 24, 2011. Reviewed Facilities Plan  comments from DOE. Type II Permit Application submitted to Planning Department March 8, 2011.

Next Milestones:   Begin preconstruction design activities.

February 2011

Accomplishments: City staff provided an update to Council in December, 2010.  Also in December, the City selected Mortenson Construction to join the planning team as a General Contractor/Construction Manager. Staff circulated the Facilities Plan for internal review and comment. The revised Facilities Plan was submitted to the Department of Ecology (DOE) for review February 11, 2011.

A public Open House is scheduled for Thursday, February 24 at Fairhaven Middle School. Participants can view scale and computer models, meet construction and engineering planning consultants and staff, learn how project staff have addressed key issues and see proposed environmental and recreational mitigation plans.

Next Milestones: Review Facilities Plan comments from DOE and submit final plan.  Begin preconstruction design activities.
