Conflicting issues that stem from
rental housing and ownership of rental housing are common for cities,
especially those with large universities. Often these issues are covered by
State law, rather than local jurisdictions. A significant amount of effort
was spent recently by City staff, residents, and the City Council to examine
a potential rental licensing program for Bellingham. Although that program
was not initiated at this time, the City compiled a
collection of helpful resources that may assist renters and rental
property owners towards finding common ground and solving problems related
to rental housing.
