The City of Bellingham Hearing Examiner will hold a public hearing to take testimony on the following proposals:


1. VAR2013-00007: Consideration of a Variance to a rear-yard setback to enclose a garage by adding walls and a garage door to a carport within the 10-foot rear yard setback. The new garage door is between -- 1 feet from N. Garden Terrace. The proposal is located at 244 N. Garden Terrace, and legally described as Bellingham Bay Land Co.'s 2nd Add to Bellingham -- SW 35 ft. of Lot 20 -- All Lot 21 Blk 112. Single-family Residential, Detached Land Use Designation. Stuart Magnes, owner/applicant. South Hill Neighborhood, Area 4B.

2. SUB2013-00011 / SEP2013-00015 / VAR2013-00014: A preliminary cluster plat consisting of 106 single-family detached lots, one multi-family tract, and several open space tracts known as the King Mountain Preliminary Plat. The proposed lots would be served by the extension of James Street and newly dedicated rights of way for residential access. Variances from street standards and improvement standards are proposed. Stormwater management will be provided pursuant to BMC 15.42. Impacts to City-regulated on-site critical areas are proposed. The project is located in the 4300 Block of James Street (lengthy legal). Residential Multiple, Planned Land Use Designation. Bill Geyer, AICP, applicant; Ralph Black, Alliance Properties, owner. King Mountain Neighborhood, Area 13.

The full applications are available for viewing at the address listed below. Staff reports will be available at the Planning Department approximately one week before the hearing.

You may comment on the proposal by sending written comments to the Planning Department, City Hall, 210 Lottie Street, Bellingham, WA 98225. All written comments should be received during office hours before the hearing, or you may submit them at the hearing if you include an additional copy for the recording secretary. You may also request a copy of the Hearing Examiner’s decision and your appeal rights.
