The City of Bellingham Hearing Examiner will hold a public hearing to take testimony on the following proposals:
: Variance requests of approximately one-foot, four inches from the side yard setback requirement and approximately one-foot, nine inches from the eave setback requirement on the north side, to add a second-story to the existing single-family residence. The side yard setback requirement is five feet from the property line to the foundation of the structure and the setback requirement from the eave to the property line is three feet. The existing residence is located approximately three feet, eight inches and the existing eave is one-foot, two inches from the closest point on the north side property line. The property is located at 515 13

Development of an approximately seven-acre regional stormwater management facility that includes approximately 1,800 linear feet of 48-inch diameter conveyance pipe to the facility itself, and an outfall located above the ordinary high water mark (OHWM) of Bear Creek. This project requires a Conditional Use Permit because it is located in a single family residential zone. A critical areas permit is required because all facilities have direct wetland impacts of approximately 0.7 acres to category II and III wetlands (CAP2014-00008 to be reviewed by the Planning Director). Approximately 2.03-acres of off-site mitigation are proposed and buffers at off-site mitigation area will be enhanced. The project requires approximately 170,000 cubic yards of excavation. Off-site wetland mitigation requires approximately 7,000 cubic yards of excavation and approximately 24,000 cubic yards of topsoil are necessary for planting areas on the project site and at the off-site mitigation. The SEPA Official expects to issue a Determination of Non-Significance for this project (SEP2014-00007). The property is located at 4202 Pacific Highway and 4299 Northwest Road (lengthy legal). All written comments should be received during office hours before the hearing, or you may submit them at the hearing if you include an additional copy for the recording secretary. You may also request a copy of the Hearing Examiner’s decision and your appeal rights.
